The Infrastructure Beneath the Infrastructure

Most enterprise technology leaders understand, at least in principle, that a content delivery network operates by distributing content closer to end users. Fewer appreciate that the effectiveness of that distribution depends not only on the number and placement of edge nodes, but on a dense web of commercial agreements governing how data actually moves between networks. These agreements — known as peering arrangements — are the invisible scaffolding beneath every byte your CDN delivers.

When a CDN provider peers with an internet service provider or backbone carrier, both parties agree to exchange traffic, typically at mutual benefit and without settlement fees. When peering does not exist, or when it breaks down, traffic must traverse paid transit links, adding both cost and latency. The difference between a peered and a non-peered path can mean tens of milliseconds of additional delay — a figure that sounds negligible until you consider that research consistently links single-digit latency increases to measurable drops in conversion rates and user engagement.

For US enterprises distributing content nationally, this matters enormously. The major metropolitan corridors — New York, Los Angeles, Chicago, Dallas — tend to be well-peered environments where multiple CDN providers maintain robust interconnection with regional ISPs. Move into secondary markets, however, and the picture changes considerably. Mid-sized cities across the Mountain West, the rural Southeast, and large portions of the upper Midwest often sit downstream of ISPs that have limited or no direct peering with major CDN networks. Traffic bound for those users frequently traverses multiple transit hops, accumulating latency and cost at each junction.

The Economics of Interconnection

Peering negotiations are, fundamentally, commercial transactions dressed in technical language. A CDN provider seeking to peer with a large regional ISP must demonstrate sufficient traffic volume to justify the interconnection — a threshold that smaller CDN operators frequently cannot meet. This dynamic concentrates peering advantages among a small number of dominant providers and creates structural barriers for newer entrants, regardless of their technical merit.

The financial stakes are substantial. Transit bandwidth, the paid alternative to settlement-free peering, carries costs that vary dramatically by region and by the negotiating leverage of the parties involved. CDN providers that maintain extensive peering relationships can deliver content at significantly lower marginal cost than those relying heavily on transit. That cost differential does not remain internal to the CDN provider — it surfaces in the pricing structures and contractual terms that enterprise customers ultimately absorb.

More consequential still is the practice of paid peering, in which one party compensates the other to establish or maintain an interconnection. This arrangement has become increasingly common as traffic volumes have grown asymmetrically, with content-heavy CDN providers generating far more outbound traffic than the ISPs they peer with receive in return. ISPs have leveraged this imbalance to extract financial concessions, and those concessions flow downstream into the economics of content delivery at scale.

Regional Disparity as a Business Risk

For US enterprises, the practical consequence of uneven peering coverage is a delivery experience that varies significantly depending on where a user happens to be located. A customer in Seattle or Atlanta may load your application in under a second. A customer in Billings, Montana, or Fayetteville, Arkansas, may wait considerably longer — not because your CDN configuration is flawed, but because the interconnection infrastructure serving those regions is structurally thinner.

This disparity carries real business risk. If your growth strategy targets regional markets or secondary cities — and for many US enterprises, that is precisely where untapped demand resides — delivery performance in those markets will directly influence acquisition and retention outcomes. A CDN strategy optimized for coastal metro performance may be actively undermining expansion efforts in the regions where your next wave of customers lives.

Enterprise buyers evaluating CDN providers rarely receive transparent disclosure about peering coverage by region. Vendor marketing materials emphasize aggregate point-of-presence counts and peak throughput figures. They are considerably less forthcoming about which specific ISPs they peer with, in which cities, and under what commercial arrangements. Closing that information gap requires deliberate effort.

What Enterprises Should Be Demanding

The starting point is measurement rather than assumption. Synthetic monitoring deployed across a representative sample of US cities — including secondary and tertiary markets relevant to your user base — will surface regional performance gaps that aggregate metrics obscure. If your CDN dashboard shows excellent global averages but your synthetic tests reveal consistent underperformance in specific geographies, peering gaps are a likely contributing factor.

When engaging CDN vendors, request explicit disclosure of their peering relationships with the ISPs that serve your target markets. Ask specifically about settlement-free peering versus paid peering arrangements, and inquire whether those commercial terms are subject to renegotiation on timelines that could affect your service. A vendor whose peering with a major regional ISP is under active commercial dispute represents a delivery risk that no SLA language will fully mitigate.

Multi-CDN architectures offer one structural response to peering variability. By routing traffic from specific geographies through CDN providers with demonstrably stronger interconnection in those regions, enterprises can engineer around peering gaps rather than accepting them as fixed constraints. This approach introduces operational complexity, but for organizations where regional delivery performance is commercially material, that complexity is a worthwhile investment.

The Conversation Your Vendor Does Not Want to Have

The CDN industry has a vested interest in keeping peering economics opaque. Transparent disclosure of interconnection coverage would expose performance limitations that marketing narratives work hard to obscure and would give enterprise buyers meaningful leverage in vendor negotiations. Demanding that transparency is not a technical exercise — it is a procurement discipline.

The peering wars shaping global internet infrastructure are not going to resolve themselves on a timeline convenient for your business. What enterprises can control is how thoroughly they understand the commercial dynamics at play, how rigorously they measure delivery performance across the geographies that matter, and how strategically they structure vendor relationships to minimize exposure to the costs those dynamics generate. The handshake that determines your CDN economics happens without you in the room. Understanding what gets agreed to is the first step toward changing the outcome.
